Billy Campbell Proctor, 83, a retired Director for Attala County Housing Authority went to be with His Heavenly Father on January 7, 2021. Graveside service will be held on Sunday, January 10th, at 2:00 PM in Parkway Cemetery Kosciusko, MS. Billy was born in the Berea Community on September 21, 1937 in Attala County to Louis C. and Ruth Chapman Proctor. He was one of 5 children. He graduated from Kosciusko High School and attended The University of MS. He was an active member of Kosciusko First Baptist Church and served on the Television Production Committee since 1992, when this committee was formed. He loved the Lord, his family, his church family and all his friends on this committee. He proudly served his country with Company A 155th Infantry Regiment MS Army National Guard from July 1955 until July 1963. Currently he is a local board member with The Selective Service System of Mississippi. Billy was Plant Manager for The Lawrin Lamp Company for 33 years. He later worked for Attala County Housing Authority for 10 years as Executive Director until his retirement in March 2008. During his lifetime he was active in many civic organizations such as Jaycees as President of Kosciusko Chapter and National Director for MS. He received several awards for service. He served as a volunteer for the Kosciusko Fire Department for 16 years in his younger years. One memorable moment while serving was the night Merchants and Farmers Bank burned and he lost his glasses during the fire. Between the years of 1973-1991, he served on the Board of Trustees for the Kosciusko School District, serving as President several times and other capacities as well. One of his joys was to be allowed to present each of his children their diplomas from High School. For many years he directed, filmed and produced “Eye On Kosciusko” for the Chamber of Commerce on the local cable channel. He received the Golden Shovel Award, given for outstanding service to the community by the Chamber. As member of the Kosciusko Attala Historical Society, he served as director on their board. For the City of Kosciusko, he serves on Kosciusko Historic Preservation Commission. He is a member of the Rotary Club of Kosciusko and served as president for the years 2001-2002. He is a Paul Harris Fellow with the Rotary Foundation of Rotary International. He was a wonderful husband and father and loved his wife and all his family. He married Patricia Rone Proctor on Christmas Day, 1957. They have 3 children, Kathie (David) Sills, Vicksburg MS, Beth (Mark) Nelson, Debary FL, and Cam (Beth) Proctor, Crystal Springs, MS. They have 10 grandchildren, Richard (Rebecca) Harrelson, Valrico, FL, William Harrelson and Jimmy Harrelson, Debary, FL, Dr. Stephen Sills, (Lolena) Seattle, WA, Gracie (Brandon) Pittman and Ellie (Hunter)Lynch, Vicksburg, Mark Sills, Renton, WA., Laura, Mary Allice, and Sylvia Proctor, Crystal Springs. They also have 5 great grandsons Richie, Hunter, James, Ben, and Alex Harrelson, and 3 great granddaughters, Laney and Emmalyn Lynch and Julie Pittman. He is survived by his wife and children and one sister, Louise Proctor Davis and many nieces and nephews. Preceding him in death are his parents, two brothers, Hubert Proctor and Thomas Edwin Proctor and 1 sister, Allie Jean Robinson. Pallbearers will be Rob Burnham, Paul Powers, Jimmy Cockroft, Dr. Ed Bryant, Gerry Taylor, Ryan Berry, Robert Autry and James Malone.
